The Sindh High Court (SHC) on Tuesday repeated notices to Director Generals (DGs) of Inter Services Intelligence (ISI), Military Intelligence (MI) and Inspector General of Police (IGP), Sindh to submit their comments till May 7, 2011 on a constitutional petition filed by Nafees Ahmed Qudwai, father of Azib Ahmed Qudwai, a missing student of Hamdard University.

The SHC Chief Justice also expressed his annoyance over non-submission of comments by the ISI and the MI in this case.

Nafees stated in his petition that his son Azib is the student of IT Department, Hamdard University. In the early morning of April 2, 2011, he left his home for mosque to offer Fajr prayers but he did not return back home after passage of many hours, the petitioner said. He also tried to lodge an FIR of his son’s missing at the Steel Town police station but relevant duty officer did not register it.

A division bench, comprising Chief Justice Mushir Alam and Justice Syed Hassan Azhar Rizvi, was hearing the petition against DGs of ISI, MI, Rangers; Secretary Home Department, IGP Sindh, Crime Investigation Department (CID) and Station House Officer (SHO), Steel Town.

The court asked for the comments of the ISI, the MI and the Rangers. However, a representative of the Rangers appeared before the court and sought time for submitting the comments. Neither representative of the ISI and the MI appeared nor their comments were received in the court.

The chief justice expressed his annoyance over the MI and ISI for no comment and said that the number of the missing persons was rising day by day but the law enforcement agencies were not taking care in this regard.

However, the counsel of petitioner Maqbool Rehman, a representative of Rangers, Superintendent of Police (SP) CID Mazhar Mushwani and SHO Steel Town appeared before the court.

During the hearing the SP stated the CID had neither arrested the student nor it knew his whereabouts. The court also directed the SP and SHO Steel Town to record the statement of the petitioner. Daily times
